EU leaders have agreed a new European Fiscal Compact but the UK and the Czech Republic have decided not to enter into it (Irish Examiner, 2012).The new Treaty, now a Treaty of 25 countries, will impose German style budget discipline on those EU member states who’ve chosen to sign up (Irish Examiner, 2012). Opinion about the Fiscal Treaty is divided. European Council president Herman Van Rompuy said the new fiscal treaty was more about “self-control” than austerity, as MEPs criticised Europe’s response to the debt crisis (Irish Times, 2012a). European Commission chief José Manual Barroso said the new treaty, an intergovernmental pact operating outside EU law, was not the commission’s choice (Irish Times, 2012a). However he stated that “In the final text, there are no new institutions that could weaken the role of the commission and of this parliament,” he said (Irish Times, 2012a). “The contracting member states agreed to respect the commission’s central role in delivering the agreement’s objectives in line with the Lisbon treaty and the community method (Irish Times, 2012a).” Martin Callanan, leader of the British Tories in the parliament, said the treaty would remove the right to vote for “high-spending Keynesian” economic policies (Irish Times, 2012a). “We are making socialism illegal (Irish Times, 2012a). This pact is effectively rendering all elections null and void across much of Europe,” he said (Irish Times, 2012a). Ireland was the only EU country to hold a referendum on the fiscal compact. Taoiseach Enda Kenny said that Ireland’s comprehensive Yes vote on the EU fiscal treaty has sent a powerful signal around the world that the country was serious about overcoming its economic challenges (Irish Times, 2012b). Final results in Ireland show 60.3 per cent voted Yes, while 39.7 per cent voted No, when spoiled or invalid votes are excluded (Irish Times, 2012b). Turnout was 50.6 per cent (Irish Times, 2012b).
